Meeting national net zero goals and Paris Agreement targets could require the deployment of billions of tons of carbon removal capacity by mid-century. Because the typical duration for new technological systems to reach scale is multiple decades and because current removal capacity is on the order of millions of tons per year, there is tremendous urgency to designing policies to accelerate the processes of learning, adoption, and scale up of a portfolio of carbon removal technologies. This presentation highlights recent work using both qualitative and quantitative empirical data to assess promising mechanisms for accelerating innovation processes in carbon removal.

报告人简介：

Gregory Nemet is a Professor at the University of Wisconsin–Madison’s La Follette School of Public Affairs. His research focuses on understanding the process of technological change and the ways in which public policy can affect it. He teaches courses in energy systems analysis, policy analysis, and international environmental policy.

From 2013-18 he chaired the Energy Analysis and Policy Certificate program. In 2015, he received the H.I. Romnes Faculty Fellowship, which honors outstanding University of Wisconsin-Madison faculty members for their research contributions. He was named an Andrew Carnegie Fellow in 2017. He was awarded the inaugural World Citizen Prize in Environmental Performance by APPAM in 2019. He is currently a Lead Author for the Intergovernmental Panel on Climate Change 6th Assessment Report

报告题目：Optimal insurance design under Nash bargaining

This talk considers a risk-neutral insurer and a risk-averse individual who bargain over the terms of an insurance contract. We show that the Pareto-optimal insurance contract always contains a straight deductible under linear transaction costs, regardless of the insurer's bargaining power. When the insured's risk preference exhibits decreasing absolute risk aversion, the optimal deductible level increases in the insured's initial wealth. Furthermore, the effect of increasing the insurer's bargaining power on the optimal deductible is equivalent to a pure effect of reducing the initial wealth of the insured. Our results suggest that the well-documented preference for low deductibles could be the result of insurance bargaining.

池义春，中央财经大学中国精算研究院研究员，保险学院副院长，中国精算研究院副院长，主要从事精算学与风险管理中的风险理论、最优保险/再保险合同设计以及变额年金的定价和对冲等研究，主持过三项国家自然科学基金项目和一项教育部人文社科重点研究基地重大课题，在国际著名的精算学杂志IME、ASTIN Bulletin、NAAJ、SAJ、金融数学杂志FS、运筹学杂志EJOR上发表了三十多篇学术论文，2012年荣获北美产险精算学会的Charles A. Hachemeister奖，2015年破格晋升为研究员。

The world is undergoing rapid, challenging and complex change due to international geopolitics, climate change and the turn against economic globalisation. These drivers are interconnected and directly affect the evolution of the global energy landscape. Asia is a major global importer and consumer of energy and is inevitably affected by these key forces driving the international system. At the same time, in the face of such headwinds, the UN Sustainable Development Goals have to be met. In the energy context, this refers to SDG Goal 7 on ensuring affordable and clean energy. The presenter will share his personal views on these issues in two parts. In the first part, the presenter will discuss how these high-level international drivers are shaping the new Asian energy landscape. The second part will turn to examining issues facilitating and constraining energy access in the region at the planning and implementation levels.

报告人简介：

Dr. Christopher Len is a Senior Research Fellow at the Energy Studies Institute (ESI) of the National University of Singapore (NUS). His research focuses on Asian energy and maritime security issues, security of supply, regional infrastructure connectivity, energy transition in Asia, Chinese energy interests overseas, the growing political and economic linkages between the various Asian sub-regions, as well as Arctic energy security and sustainable development issues. Christopher obtained his PhD from the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP) at the University of Dundee in Scotland where he was awarded the Dean’s Medal for Research. He also has degrees from the University of Edinburgh, Scotland and Uppsala University, Sweden.
